Countries like China can be happy with a small (-20% (?)) amount of college educated people because they have more jobs that can emply uneducated people. Whereas, America needs to invest more on getting people to (at the very least) to graduate high school. This is because there are not enough jobs available for people without at least a GED.

This is also connected to the misconception that our jobs can be 'stolen' by foreign countries. Jobs were stolen by automation (the tractor) and technological advances. This isn't a bad thing, but it does mean that jobs that would otherwise be going to undereducated people are being replaced. This is not going to slow down either, so it is yet another reason to invest in the American education system.
